There can be no doubt that the Colony will, for some years to come, be constantly liable to the introduction of Bubonic Plague and other filth diseases from the neighbouring mainland, where plague seems already to have obtained a permanent settlement, and our only safeguard against the spread of infection throughout the Colony, is the enforcement of cleanliness in the dwellings of the Chinese.
